Communities The desert sun bi Saturday July 7 1973 PALM DESERT RANCHO MIRAGE CATHEDRAL CITY INDIAN WELLS LA QUINTA BERMUDA DUNES Absentee Ballots Could Decide Rancho Cityhood LEONARD KRiEGER LLOYD TEVIS THEODORE CLANDERING 65 Per Cent Vote Big Absentee Ballot Demand And Return DR ROY HUDSON Estimate RANCHO MIRAGE An estimated 65 per cent of the registered voters in this community will vote in Tuesday's incorporation election Many voters are casting absentee ballots but there are still a large number of residents who will line up at the polls to cast their vote Besides the incorporation issue voters will elect five counci Imen from a field of 10 There are no other questions on the ballot However all 10 candidates names will not appear on all ballots The ballots in each district will be different They will carry only the names of the council candidates running in each individual district ROBERT HALL Hall Gives Platform RANCHO MIRAGE The Desert Sun is running a statement from each of the Council Candidates exactly as written by the candidate The following is the statement from Robert Hall: On many occasions when I have talked to people about incorporating they are worried about taxes going up to pay for the city At one time I worried about this also But after studying a report on the amount of money our city would take in from various sources and the required expenditures such as police road construction and maintenance public health and other minor costs I changed my mind about any tax increases These and other expenditures would leave us with a surplus of $60i000 for the second year and $115000 the first year The larger figure for the first year is because we are incorporating right after the first of the fiscal year and the county must provide at no cost to the city all present services until the end of the fiscal year With these funds going into our General Fund we can expect no tax increase for our city I believe that we can hold our expenditures to the amount put forth in the feasibility study done by Hayes and Associates And if elected I will do my best to keep these expenditures down and will also do my best to serve you the people Zone Change Near CC-PD RIVERSIDE (CNA) A zone change from R-3 to C-P-S on property in the Cathedral City-Palm Desert area was granted recently County Planning Commissioners approved a zone change to WR Bolmeicr to become a city The Desert Sun is running a statement from each of those candidates between now and July 10 the day of the election The statements will be printed exactly as written by the candidates Following is the statement from Theodore Clandening District Four: The time is coming to make your decision concerning incorporation and to make your selection for the representative who will lead your community through the roughest part of its history the first months after incorporation has become a fact I strongly promote and advocate the support of incorporation Local control is mandatory if we are to have any say in what happens in our community I feel that I am qualified to lead and contribute to the control and operations of our new City My first interest and my only interest is the orderly and systematic development and control of the entire area to be incorporated within the boundaries of the new City of Rancho Mirage I Ted Clandening pledge myself to devote the time and effort necessary to accomplish a smooth transition from County control to Cityhood with local control With the knowledge leadership and management history of my employment during the past ten years here in the Coachella Valley I feel that my contribution to the City Council will be one of tremendous value a City like a business must be run by experienced leaders As president of the Rancho Mirage Chamber of Commerce for two years I found you can not jump to conclusions take stands representing the views of only a few or attempt to take individual credit for the efforts of many Following is a list of candidates the district they are seeking to represent and the polling place for that district: DISTRICT ONE Candidates are Leonard Krieger and Eugene Moore The polling place is at the home of Mrs Zylpha Wood 70-120 Chappel Road Cathedral City DISTRICT TWO Harold Pirret the only candidate from this district will automatically take office if the community elects to incorporate The polling place district has grown from 318 to 471 for a gain of 153 This is a larger gain than in all the other districts combined Both Krieger and Moore opened their homes to registrars of voters and invited the residents of their district In District Four four candidates are seeking office They are Theodore Clandening Edna Warner Arthur Wofsy and Roy Hudson The race in this district is also reportedly close between two of the candidates In District Five Lloyd Tevis is running against Robert Hall The outcome of this race would also be hard to predict The councilman ic race becomes void of course if the incorporation fails However candidates who have been racing from door to door seeking votes claim they have met extremely little opposition to incorporation However as one candidate pointed out been
