La Quinta: 777-7050 Palm Desert: 773-7687 Rancho Mirage: 328-2266 London greets IRA ceas e-fire with widespread skepticism Wire reports LONDON Londoners long accustomed to bombings, burned out buildings and train delays because of IRA threats, reserved judgment on the paramilitary group's ceasefire Wednesday. "Seeing is believing," financial consultants Ann Pugh and Kim Sykes said in unison Wednesday evening when asked for their reaction. "I can't remember London being any other way," Pugh said outside The Sussex, a pub in London's Covent Garden section where a bomb in the men's restroom killed one person and injured five in October 1992. Some older residents shrug, saying the Irish Republican Army bombings are nothing like what they went through during German air raids of World War IL "You get used to it," is, the -response visitors get when asking locals about all the bomb attacks. Commuters getting onto London Underground trains: a frequent target were met Wednesday by news vendors trying to sell Tate editions of the Evening Standard with billboards that said "Historic Midnight Ceasefire." "But people around London seemed uniformly skeptical about just how historic the IRA's move will turn out to be.

"We'll just have to wait and see," said Jan Mohammed, who works for the government's Customs and Excise department. "I think it's Rwandans killed near Tanzania The Associated Press GOMA, Zaire The bodies of slain Rwandan Hutus have been found in a river on Rwanda's border with Tanzania, and U.N. officials are afraid a new wave of ethnic massacres has begun. "Obviously these executions over a period of time have a pattern, and there seems to be some kind of cleansing going on there," U.N. High Commissioner for Refugees spokesman Ray Wilkinson said Wednesday.

He wouldn't say who he thought was responsible. But U.N. field workers who find up to eight corpses a day, bound hand and foot and floating in the Akagera River, suspect vengeful members of Rwanda's Tutsi minority, whose rebel movement defeated the Hutu government last month. During three months of fighting that erupted in April, as many as 500,000 Tutsi civilians were massacred by Hutu soldiers or militias. The discovery of the bodies of Hutus in the Akagera is a grim echo of the Tutsi massacres, when at their height 30 bodies could be seen floating down the river every hour.

As many as 12,000 terrified Hutus have been fleeing eastern Rwanda each week to the crowded Ngara and Karagwe refugee camps across the Tanzanian border, said Wilkinson. "We fear there will be an increase in coming weeks," he said. The Hutu refugee exodus has been going on for at least four weeks, but the discovery of the bodies some shot, others hacked to death with a machete has added new worries for the United Nations, Wilkinson said. IRA targets in England also have included Harrods department store and the City of London, the square mile area that is home to Britain's huge and lucrative financial markets. The City of London Britain's version of Wall Street was the site of big explosions in 1992 and 1993. The bombs killed four people and stirred fears, which never materialized, that traders would move and take their money with them. London officials responded by ringing the city with checkpoints. that are being converted from temporary plastic booths to permanent concrete structures.

The cease-fire won't lessen security. concerns, Corporation of London officials said Wednesday. "This has been going on too long for us to be jumping up with glee," said Tony Halmos, a spokesman for the governing body of the financial district. Along some London streets, virtually every large building is still covered with construction scaffolding for repairs to damage from the most recent, big bomb, which caused an estimated $750 million in damage. In the United States, emotions ranged from excited to ecstatic.
