Dick Taylor, a member of the alliance's steering committee, said he's disturbed by the small number of documents available on the project. "Why is there so little information?" he asked. Wixon said noise and traffic impact studies are still under way. A separate environmental impact report is being put together, and the city will issue a notice of preparation by month's end, said City Planner Frank Coyle.

The project should come before the Planning Commission in December or January and before the City Council for a vote in spring, he said. One large hurdle the project faces is its likely impact on critical habitat of the threatened Peninsular bighorn sheep, said Kevin Bren nan, wildlife biologist with the state Department of Fish and Game. "Given the location of the project, I don't know how it's possible for them to mitigate," he said. It says the group is worried about parking spilling oyer into residential streets, noise from lawnmowers, golfers and special events sound bounces off the mountain, opponents say and traffic causing safety problems. The group has the support of more than 300 households and is working on gathering more signatures, Kimberling said. "We don't see the benefit and we especially don't see putting it in one of the nicest residential areas," he said. Despite the developer's claims, Kimberling doubts the project will bring in millions of dollars, he said. But Ernie Vossler, president of Landmark Golf Co.
